There's actually no need to expand vector lines into fills to have them scale properly. Select a vector line (or group of vectors), then click Object in the menu bar. From the drop-down, select transform >> scale...

A dialogue box will appear. Tick the box next to "scale strokes and effects", then click OK.

Not only will this scale strokes to keep them in proportion, it will also scale any effects you have on your artwork, such as a gaussian blur or warp effect.

Hope this helps. I know the scale option box is an oft-overlooked part of illustrator. But it's a valuable one.
